The majority of travelers are aware that carrying liquids into aircraft is prohibited under the TSA's 3-1-1 rule, but questions regarding whether can you bring hairspray on a plane frequently arise because of the spray container. Keep in mind that the TSA liquids restriction states that all liquids in carry-on luggage must be in containers that are 3.4 ounces (100ml) or less. A larger container that is almost empty is still forbidden. A single, clear, quart-sized zip-top bag must fit around each bottle of liquid.
